PURPOSE: Method, server and system monitoring an illegal user within a game are provided to quickly control an illegal user by selecting users presumed to illegally perform a game and by monitoring the selected users. CONSTITUTION: An illegal user candidate extraction unit (110) extracts user identification information satisfying illegal user candidate extraction condition based on a game history of a user in user identification information. A group generation unit (130) classifies user identification information coinciding with grouping condition based on game access information of a user in the user identification information and generates an illegal user group. A communication unit (150) transmits user identification information belongs to the illegal user group to a manager terminal. A grouping condition management unit (120) configures/manages game access information of a terminal corresponding to user identification information with the grouping condition.
