The assumed workload information storage part 170 stores an assumed workload showing an assumed value of resource usage, with respect to each of multiple virtual machines 300 operating in a physical machine 200. If there is a possibility that resource shortage occurs in the physical machine 200, the handling candidate extraction part 120 extracts a virtual machine 300 to be handled, on the basis of an amount exceeding the assumed workload of the resource usage in each of the virtual machines 300 operating in the physical machine 200, and outputs an identifier of the extracted virtual machine 300. |
