PROBLEM TO BE SOLVED: To provide a device, a method and a system for power control, capable of suppressing an increased processing load of an EMS server and an amount of communication between the EMS server and power control devices, when simultaneously controlling each load device subordinate to the plurality of power control devices.SOLUTION: Each power control device includes: a storage unit 101 for storing a plurality of control instructions to each load device owned by a customer, and control instruction effect information that includes a predicted amount of power reduction associated with the control instruction; an instruction acquisition unit 102 for acquiring a power reduction instruction from the EMS server; a control instruction generation unit 103 for generating the combination of control instructions that satisfies the power reduction instruction, on the basis of the predicted amount of power reduction included in the control instruction effect information; and a control unit 104 for executing the plurality of control instructions related to the combination. |
