A base station is provided with: an audio system identification unit for identifying whether a CSFB system or a VoLTE system is used, the CSFB system being a system in which an audio signal of a user device is transmitted and received by means of a cell of a 3G system, and the VoLTE system being a system in which the audio signal of the user device is transmitted and received by means of a cell of an LTE system; a state management unit for managing the operation state of the user device such that the user device providing audio signals by means of the VoLTE system can remain in an active state compared to the user device providing audio signals by means of the CSFB system; and a transmission unit for transmitting a report signal indicating that the communication of the user device in an idle state will be restricted.
