PROBLEM TO BE SOLVED: To provide an elastic gel-like oily cosmetic imparting elastic feeling in use, excellent in spreading, uniformity of the cosmetic film, stability in keeping and stability in use. SOLUTION: The elastic gel-like oily cosmetic imparting elastic feeling in use, excellent in spreading, uniformity of the cosmetic film, stability in keeping and stability in use, comprises 2-10 mass% of a partially crosslinking type organopolysiloxane polymer, low viscosity silicone oil, 10-40 mass% of powder and formulated with an inulin fatty ester.
