PROBLEM TO BE SOLVED: To improve prediction accuracy and encoding efficiency of a motion vector.SOLUTION: A first predicted-vector-candidate-list generation unit 130 generates a first predicted-motion-vector-candidate list from motion vectors of decoded blocks neighboring a block to be decoded. A second predicted-vector-candidate-list generation unit 132 generates a second predicted-motion-vector-candidate list from the motion vectors of: a block located at the same position in a decoded image as the block to be decoded; and blocks neighboring the block located at the same position. By comparing threshold size with block size of the block to be decoded, a combination determination unit 131 determines whether or not to generate a third predicted-vector-candidate list combining the first and second predicted-vector-candidate lists. A predicted-vector-candidate-list decision unit 133 generates the third predicted-vector-candidate list from the first predicted-vector-candidate list without combining the second predicted-vector-candidate list, if the block size of the block to be decoded is smaller than the threshold size. |
