A level shifter including a boosting circuit is provided to prevent a leakage current when a semiconductor integrated circuit is in a deep standby mode. A level shifting circuit(31) shifts the level of a signal inputted through an input stage. A boosting circuit(33) receives an input signal and then boosts a voltage of the input signal, and provides the boosted signal to the input stage of the level shifting circuit. The level shifting circuit is a latch type level shifting circuit. The boosting circuit uses a first power supply voltage as a power supply voltage, and the level shifting circuit uses a second power supply voltage higher than the first power supply voltage as a power supply voltage.
