Provided are a method for issuing a mobile card using an IC card and the IC card therefor, wherein the IC card stores, in a memory area, access information for downloading an application required to issue a mobile card. The method for issuing a mobile card on a mobile information terminal according to the present invention comprises the following steps: reading, from an IC card, the access information which is required to be connected to a website in order to download an application; accessing the relevant website according to the access information and downloading the application; running the application and reading encrypted card information from the IC card; decrypting the encrypted card information; accessing an issue server and transmitting the card information; and receiving mobile card information from the issue server and installing the mobile card on the mobile information terminal. According to the present invention, a mobile card can be easily issued on a mobile information terminal.
