The energy management system (612) determines a tractive effort capability of the vehicle system (100; 500; 1008, 1010, 1012) and a demanded tractive effort of a trip. The energy management system (612) identifies a tractive effort difference between the tractive effort capability of the vehicle system (100; 500; 1008, 1010, 1012) and the demanded tractive effort of the trip and selects at least one of the powered units (102, 104A, 104B, 104C, 104D; 502, 504; 802, 804; 1010, 1012, 1014; 1100) based on the tractive effort difference.
