An actuator using an electro-active polymer according to the present invention can include: a vibration plate whose both ends are fixed; the electro-active polymer coupled to a lower side of the vibration plate for being activated according to the supply of a voltage; and a mass, coupled to a coupling part positioned toward an upper side of the vibration plate between upper ends of the vibration plate, having both ends floating about the coupling part in the vibration plate. Or, an actuator using an electro-active polymer according to the present invention can include: a vibration plate whose one end is fixed; the electro-active polymer coupled to a lower side of the vibration plate for being activated according to the supply of a voltage; and a mass, coupled to a coupling part positioned toward an upper side of the vibration plate at the other end of the vibration plate, having one end floating toward the upper side of one end of the vibration plate about the coupling part. Or, an actuator using an electro-active polymer according to the present invention can include: a vibration plate whose both ends are fixed; the electro-active polymer coupled to a lower side of the vibration plate for being activated according to the supply of a voltage; and a mass floating toward an upper side of the vibration plate wherein the mass has a first mass provided to one end of the vibration plate, and a second mass, facing the first mass, provided to the other end of the vibration plate.
