The present invention relates to rainwater collecting and purifying apparatus for collecting and purifying rainwater, which is naturally generated and drops on the ground, for utilizing the rainwater for various purposes, and more particularly, to early rainwater excluding apparatus, which has a structure: of discharging early rainwater containing a lot of contaminants in rainwater coming in during rainfall by using a water level measuring unit and a water quality measuring unit to the outside and; of collecting less polluted continuous rainwater and purifying the rainwater, thereby using the rainwater as recycled water.
