PROBLEM TO BE SOLVED: To allow for reduction in the throughput of decoding.SOLUTION: Decoding units 1-1 through 1-4 include, respectively, an encoded signal decimation unit 11 for extracting only the encoded signal of TOP field out of the encoded signals of interlace scanning image, and decimating the encoded signal of BOTTOM field, an image decoding unit 12 for generating the decoded image of TOP field by decoding the encoded signal of TOP field extracted by the encoded signal decimation unit 11, and an image reduction unit 13 for generating the reduced image of the decoded image by reducing the decoded image of TOP field generated by the image decoding unit 12. |
