PROBLEM TO BE SOLVED: To provide PS (Packet Switching) service while suppressing an increase of load in an IMS (IP Multimedia subsystem) network.SOLUTION: A service control device provides PS (Packet Switching) service to a UE (User Equipment) existing in a communication area formed by a femtocell base station in an IMS (IP Multimedia subsystem) network. The device comprises: tunnel establishment means which establishes an IPsec (Security Architecture for Internet Protocol) tunnel between the device and the femtocell base station; and service control means which, if a plurality of UEs require provision of the PS service, provides the PS service for the plurality of UEs via the common IPsec tunnel established by the tunnel establishment means.
