55ABS TRACT According to an embodiment, a socialinfrastructure control system includes an upper layer control system and a lower layer control system. The lower layer control system includes a sensor, an upload unit and a control unit. The sensor detects event concerning a social infrastructure and outputs event information. The upload unit uploads the event information to the upper layer control system via a telecommunication line. The control unit controls the social infrastructure based on control data transmitted from the upper layer control system or the event information. The upper layer control system includes a data processing unit and a transmission unit. The data processing unit generates the control data used to control the social infrastructure based on the event information. The transmission unit transmits the control data to the control unit via thetelecommunication line.
