PROBLEM TO BE SOLVED: To increase the probability of successful call origination process by priority terminals or successful call origination process of emergency calls even during congestion.SOLUTION: In the mobile station UE, an AS functionality part 11 receives SSAC information from a wireless base station eNB, and transmits the SSAC information to an NAS functionality part 12 at a prescribed timing. The NAS functionality part 12 uses the NAS restriction information to carry out SSAC on transmission of an "RA Preamble" in an RA procedure for transmitting an uplink signal from the mobile station UE in a DRX state, or on transmission of an uplink signal from the mobile station UE in a Non-DRX state. |
