Disclosed is a seismic isolator having an elastic pad and a horizontal elastic device for providing an optimized vertical load supporting function and a horizontal restoring function. The seismic isolator comprises: a concave bearing block which has a flat surface on one surface and a concave groove on the other surface; an inclination allowing load transfer member which is inserted into the concave groove to allow the concave bearing block to be inclined and restrict the horizontal movement of the concave bearing block and transfers the load of an upper structure to a lower structure; and a horizontal elastic device which elastically supports the gap between the side surface of the concave bearing block and a protrusion. The elastic body of the horizontal elastic device is formed using polyurethane rubber having 92A-98A of A-type durometer rubber hardness.
