PURPOSE: A service data processing device using a WAVE(Wireless Access in Vehicular Environment) WSM(WAVE Short Message) and a method thereof are provided to improve data transmission efficiency by supplying commercial service data in a WSM type. CONSTITUTION: An OBU(On Board Unit)(200) receives a WSM. An RSU(RoadSide Unit)(100) extracts a PSID(Provider Service Identifier) from an IP packet received from the server. The RSU determines whether service data is transmitted to a vehicle terminal. The RSU generates WSM including the service data. The RSU transmits the generated WSM to the OBU.
