PROBLEM TO BE SOLVED: To provide a device for controlling an air conditioning facility which optimally operates a heat source device that feeds hot/cold water to an air conditioning facility to achieve an energy reduction target while securing the comfortability for residents in a building.SOLUTION: A control device 100 for controlling the operation of an air conditioning facility 500 controls the operation of the air conditioning facility 500 based on a reduction relative to an amount of emission of carbon dioxide during operation or to a prescribed value of carbon dioxide during operation and a variation allowable range of comfort index.
