PROBLEM TO BE SOLVED: To provide an image encoding/decoding method with which a generated code amount of a predictive motion vector index can be changed.SOLUTION: An image encoding/decoding apparatus comprises an image encoding device and an image decoding device. The image encoding device includes a first information generator which generates first information indicating whether not to select a predictive motion vector from among one or more predictive motion vector candidates, a second information generator which generates second information indicating whether not to select a predictive motion vector from among one or more predictive motion vector candidates, for encoding an encoding object block under a skip mode or a direct mode in the case where the first information does not indicate that the predictive motion vector is not to be selected, and a variable length encoder which generates an encoded signal containing the first information and the second information in header information in the case where the first information does not indicates that the predictive motion vector is not to be selected. |
