PROBLEM TO BE SOLVED: To provide a device and a method for controlling an internal combustion engine capable of efficiently and surely determining the freezing and thawing of a solenoid valve.SOLUTION: A device 1 for controlling an internal combustion engine includes an ECU 10 for performing freezing determination that an air bypass valve 24 is frozen when a current value of a valve-opening drive current to a coil 42 of the air bypass valve 24 reaches a steady-state value without dropping after the current-carrying of the drive current is started when the freezing of the air bypass valve 24 is estimated, and performing thawing determination that the air bypass valve 24 is thawed when the current value of the drive current is lowered from the steady-state value after performing the freezing determination. |
