The converter has channels whose inner zone is extended parallel to the axis of cylindrical support plate (1). The channels are covered on an upper end face of support plate with a solid electrolyte membrane. An edge of a bipolar plate is flanged to a double standing seam. Specific portion of double standing seam extended below the level of bipolar plate is pressed radially on support plate by an upper splinter tape. Other portion of double standing seam raised over the level of bipolar plate is pressed radially on support plate by lower band.
