PURPOSE: A bicycle front wheel driving device and a bicycle with the same are provided to drive front wheels of the bicycle by reciprocating a handle back and forth and to provide the effects of exercise for a user. CONSTITUTION: A bicycle front wheel driving device (100) includes a support plate (110), a chain, a slide unit, and a driving bar (150). One end portion of the support plate is joined to rotary shafts of front wheels of the bicycle, and the other end portion thereof is extended in the radius direction of the front wheels of the bicycle. The support plate includes a guide rod (112), which is installed in the longitudinal direction, on one surface. The chain is joined to the outer peripheries of a first sprocket installed on the rotary shafts of the front wheels and a second sprocket installed on the support plate. The slide unit includes a body (132) joined to the guide rod to be slid. The body includes one or more one-way gears, which are engaged with the chain, on one surface. One end portion of the driving bar is joined to the body of the slide unit and reciprocated so that the slide unit is slid and moved in the longitudinal direction of the guide rod.
