PROBLEM TO BE SOLVED: To provide an active energy ray-curable resin composition which can be formed into a film of a film thickness less than a visible light wavelength, has good favorable pot life, and enables formation of a cured film excellent in transparency, a lower refractive index and scratch resistance, and to provide a coating agent using the composition.SOLUTION: An active energy ray-curable resin composition contains: an acrylic resin (A) containing a fluorine-containing structural moiety, an epoxy group and a hydroxyl group; an epoxy group-containing silicate oligomer (B); and a photo-cation polymerization initiator (C).
