PROBLEM TO BE SOLVED: To provide an agent for forming a gel electrolyte, enabling the gel electrolyte to be produced, having an ion conductivity sufficient for exhibiting good charge-discharge characteristics, and exhibiting improved properties for retaining an electrolyte and a gel strength compared to conventional gel electrolytes.SOLUTION: An agent for forming gel electrolytes includes an acrylic polymer (A) and a vinylidene fluoride-based polymer (B), wherein the acrylic polymer (A) has a repeating unit (A1) derived from a (meth)acrylate having a cyclic ether structure.
