PROBLEM TO BE SOLVED: To provide a charger which prevents damage to a discharge electrode, ensures satisfactory cleaning regardless whether the discharge electrode is saw-teeth-like or needle-like, prevents re-sticking of removed discharge product, is free from any problem concerning the durability of a cleaning mechanism and ensures stable charging for a long period of time, and to provide an image forming apparatus having the charger. SOLUTION: In the image forming apparatus, the charger 4 for an image carrier has a cleaning electrode 35 able to be disposed opposite a saw-teeth-like electrode 30. With the saw-teeth-like electrode 30 and cleaning electrode facing each other, a high voltage is applied to the saw-teeth-like electrode 30 by a high voltage power source 25 under control by a control unit 28. Thereby, discharge greater in an amount of current than that assigned for charging a photoreceptor drum is caused between the saw-teeth-like electrode 30 and cleaning electrode 35, and matter sticking to the saw-teeth-like electrode 30 is removed.
