PURPOSE: A paging system for a CSFB(Circuit Switched Fall Back) voice service in an EPC(Evolved Packet Core) network, a device thereof, and a method thereof are provided to increase a success rate of paging from a terminal in a WCDMA(Wideband Code Division Multiple Access) network to a terminal device in the EPC network by including MME(Mobility Management Entity) information in an ISD(Insert Subscriber Data) message between HLR-MSC(Home Location Register-Mobile Switching Center). CONSTITUTION: A communication unit(504) transmits a paging signal to a receiving-requested terminal device when receiving a request for receiving a voice signal between EPC-WCDMA networks. A control unit(502) receives MME information about an EPC network in which there is the terminal device from a HLR when receiving the request for receiving the voice signal. The control unit transmits paging to the MME through the communication unit. The MME information is included in an ISD message transmitted from the HLR. If there is not the terminal device in the EPC network, the control unit transmits the paging to an RNC of a WCDMA network.
