PROBLEM TO BE SOLVED: To reduce a network load resulting from selection changes of position registration devices, change of the number of the installed devices and the like at a line exchange network side.SOLUTION: The mobile communication system includes: a plurality of position registration devices managing a position of a mobile station on a line exchange network side; a first packet exchange station for selecting one position registration device from the plurality of position registration devices according to a predetermined rule and requesting a position registration when receiving a position registration request from the mobile station; the mobile station for transmitting the position registration request containing information for identifying the position registration device selected by the first packet exchange station; and a second packet exchange station for requesting the position registration to the position registration device the position registration of which the first packet exchange station performed for the mobile station.
