PURPOSE: A vehicle real time location confirming method which uses a smart phone and a system thereof are provided to transmit and manage vehicle location information by using a smart phone and perform a self-regulating connection of a communication network. CONSTITUTION: A smart phone agent module is installed as an application form. The smart phone agent module includes a global positioning system (GPS) linkage module, a communication module, a server linkage module, and a user interface module. The GPS linkage module is built in a smart phone. The communication module is automatically connected to a 3G/WiFi/LTE network. A server includes 'a module of opening a channel and managing a connection', a channel database, and a server control module.
