<p><P>PROBLEM TO BE SOLVED: To minimize the number of times of transmitting back pressure (BP) packets without omitting any BP information reported. <P>SOLUTION: Communication equipment includes a plurality of components adopting the same configuration and being physically divided and interconnected in the equipment, and includes a function for sending a BP packet to all the plurality of components when any one of a plurality of output queues each temporarily storing an operation packet to be sent to a destination outside the apparatus is congested.
