PURPOSE: A wheelset steering apparatus of railroad cars is provided to smoothly steer the front wheelset and the rear wheelset of the railroad cars which run on a curved track section. CONSTITUTION: A wheelset steering apparatus of railroad cars comprises a rotary damper (100), a rotating unit (200), a first link module (300A), and a second link module (300B). The rotary damper is composed of a body (110) which is fixed on a boggy frame in the transverse direction to be located in between the front wheelset and the rear wheelset; and a rotary shaft which is formed to be rotated while being resisted by a rolling resistance body (120) inside the body. The rotating unit is fixed on the rotary shaft of the rotary damper, and equipped with a first rotor blade (210) and a second rotor blade (210) which are mutually faced by being protruded from both sides of the rotary shaft as a center. The first link module has one end which is connected rotatably to the first rotor blade, and the other end which is connected a journal box formed to support the front wheelset. The second link module has one end which is connected rotatably to the second rotor blade, and the other end which is connected a journal box formed to support the rear wheelset.
