PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor capable of outputting images with little image defects caused by a ghost phenomenon not only in a normal-temperature and normal-humidity environment but also in a low-temperature and low-humidity environment, which is a particularly severe condition; a process cartridge and an electrophotographic device which include the electrophotographic photoreceptor.SOLUTION: An electrophotographic photoreceptor includes a support, and a photosensitive layer formed on the support; and the photosensitive layer contains a gallium phthalocyanine crystal containing an amine compound represented by the following formula (1) in a crystal.
