PROBLEM TO BE SOLVED: To provide evacuation guidance information flexibly in accordance with the individual situations of users even in a cognitively overload environment at the time of emergency evacuation.SOLUTION: A user attribute value produced by digitizing attribute information of a user is stored in a personal situation storage section 11; action messages respectively different dependently on the value of an arithmetic operation result or on a range including the aforementioned value are stored in an evacuation guidance determination table storage section 12; emergency evacuation information issued by the central government or a municipality is converted into an emergency evacuation-degree value on the basis of a degree of emergency of the emergency evacuation information; a user attribute value is read from the personal situation storage section 11 to arithmetically operate it with the converted emergency evacuation-degree value; and an action message corresponding to the value of the operation result is read from the evacuation guidance determination table storage section 12 to output the message along with the emergency evacuation information.
