Disclosed are a method, an entity and a system for realizing a cluster service. The present invention belongs to the field of communications. The method for realizing a cluster service comprises: an IWF receiving uplink control plane signaling, or uplink control plane signaling and uplink user plane media data, sent by a UE; by the IWF encapsulating the uplink control plane signaling, or the uplink control plane signaling and uplink user plane media data, and sending the encapsulated uplink control plane signaling, or the encapsulated uplink control plane signaling and uplink user plane media data to a TCF; the IWF receiving downlink control plane signaling, or downlink control plane signaling and downlink user plane media data, sent by the TCF; and the IWF encapsulating the downlink control plane signaling, or the downlink control plane signaling and downlink user plane media data, and sending the encapsulated downlink control plane signaling, or the encapsulated downlink control plane signaling and downlink user plane media data to the UE. The present invention sets an IWF for encapsulating the control plane signaling and the user plane media data between a UE and a TCF, so as to accelerate the market entry of cluster products after introducing a new wireless access technology, and ensure functions of a cluster system meanwhile, the development cost of the cluster products is lowered under the new wireless access technology. |
