PURPOSE: A permeability and water storage road pavement system for preventing floods is provided to maintain smoothness of a pavement surface by efficiently preventing blocks from being separated. CONSTITUTION: A permeability and water storage road pavement system for preventing floods comprises a lower layer block (110), a middle layer block (120), and upper surface layer blocks (140a,140b). A vertical connection wing is formed on a side surface of a plurality of lower layer block, and a first penetration hole is formed on the center of the lower layer block. A plurality of the middle layer block is mutually connected by the middle layer block and a connection block (130) and comprises a second penetration hole.
