The present invention addresses the problem of providing: a polyester resin foam body which prevents degradation in reflectivity even when density is decreased and which has a favorable surface property; a light reflecting material using the same; and a method of producing the same. The present invention relates to: a polyester resin foam body composed of a resin composition comprising a modified polyester (B) formed by modifying a part of the constituents of a crystalline aromatic polyester (A), the resin composition containing a cell nucleating agent (C) and fine bubbles with an average bubble size of 20 mum or less; and a light reflecting material using the same. Further, the present invention relates to a method of producing the polyester resin foam body in which a resin composition impregnated with inert gas is heated.
