The device (1) has a block of solid cosmetic product (3) elongated along a longitudinal axis (X) and delimited laterally by an outer surface. A tubular wrapping sheet (5) is flatly arranged against the outer surface, and comprises a line of weakness (15) i.e. spiral, being rolled around the longitudinal axis so as to delimit a set of axial sections (19) likely to be detached successively one from the other. The sheet has closed contour sections perpendicular to the longitudinal axis, and the cosmetic product is a composition flown directly inside the sheet. An independent claim is also included for a method for manufacturing a cosmetic product applying device.
