PURPOSE: A method and an apparatus for controlling reflectance and a manufacturing thereof are provided to control the reflectance of external light by adjusting the position of particles in a solution by applying voltage. CONSTITUTION: A solution is filled in a lower electrode and a patterned upper electrode. Particles are dispersed into the solution. The particles are charged with the same polarity. The lower electrode is formed on a reflecting plate. As voltage is applied to the electrode and the upper electrode, a reflectance control device adjusts the position of the particles. Therefore, the reflectance of external light reflected by the reflecting plate is controlled.
