The device has a base (1) on which an end (2.1) of an articulated arm (2) is mounted to pivot about a horizontal axis (A) between a high rest position and a low rest position. The arm comprises another end (2.2) that is provided with a pointing element (4). A position locking device is mounted between the base and the former end, and comprises a pawl mounted to oppose movement of the arm toward the low position and connected to a disengagement unit of the pawl. The unit comprises an electromechanical actuator e.g. stepper motor, connected to the pawl by a mechanical transmission chain.
