<P>PROBLEM TO BE SOLVED: To achieve lightweight of a valve timing adjusting device using a rotor made of ferrous metal. <P>SOLUTION: Oil leakage between a lag angle side hydraulic chamber 10 and a lead angle side hydraulic chamber 11 is restricted by fitting a recessed part 6a of a seal member 6 to a front edge part of each of vanes 5a-5d.
