<p>The envelope has a lower surface comprising a waterproof inner half-shell (4) that is opened at a bottom. An open nacelle (5) is provided on the bottom of the shell for anchoring a to-be-applied device i.e. windscreen, by forming a projection with low height in the envelope. The open nacelle is lowered to obtain a sufficient height during flight. Two cables are converged on the ground toward a point. An anchoring hook is articulated with elasticity. A permanent rail anchor is handled by a crew toward the point of anchoring in the ground.</p>
