An engine cooling control device (10A) is equipped with: a housing part (11A) provided with passages (PAin, PAout1, PAout2); a rotor (12), which is provided in the central part (M) of the housing part (11A), and the center of rotation of which is provided at a position such that the distance to the aperture part of the passage differs for at least some of the passages (PAin, PAout1, PAout2) which open in the central part (M); a sealing function part (13A) provided between the housing part (11A) and the rotor (12); and an elastic member (14), which is provided between the rotor (12) and the sealing function part (13A) and which, for each of the different phases of the rotor (12), individually biases the sealing function part (13A) with respect to the aperture parts of the respective passages (PAin, PAout1, PAout2).
