PURPOSE: A water-soluble working liquid for a fixed abrasive grain wire saw and a cutting method using the same are provided to implement the cutting method using the water-soluble working liquid having a high lubricating property and permeability and a low foaming property, and is easily recyclable. CONSTITUTION: A water-soluble working liquid for a fixed abrasive grain wire saw contains the alkylene oxide additive of polyamine, an acid phosphate ester and/or a dicarboxylic acid which is represented with a general fomula(I) below, and water. The general formula is (R1O - (R2O)y)x - PO(OH)3-x. In the formula, the x represents 1 or 2, the y represents a number of 0 to 14, and the two of the y are capable of being mutually identical or different when the x is 2. The R1 represents 4 to 22 of the carbon number of an alkyl group or alkenyl group, and the two of R1 are capable of being mutually identical or different when the x is 2. The R2O represent 2 to 4 of the carbon number of an oxy alkylene group, and the x×y of the R2O are capable of being mutually identical or different when the x×y is 2 or greater. The working liquid contains 72 to 99.8 mass% of the water.
