PROBLEM TO BE SOLVED: To control a transmission strength to an efficient value when a radio communication device having a plurality of antennas transmits a radio signal.

SOLUTION: The present invention relates to a radio communication system which comprises a first radio communication device and a second radio communication device having a plurality of antennas. The first radio communication device has means in which reception quality information related to reception quality in the second radio communication device is stored, and means in which a transmission strength of a radio signal and an antenna used at the time of transmitting a radio signal to the second radio communication device is determined on the basis of the stored reception quality information and the radio signal is transmitted to the second radio communication device on conditions according to the determination. The second radio communication device has means in which measurement on the reception quality of the radio signal received from the first radio communication device is performed and the reception quality information is generated on the basis of the measurement result to provide it to the first radio communication device.
