<P>PROBLEM TO BE SOLVED: To provide a developing device and an image forming apparatus capable of preventing toner filming from occurring by suppressing the fusing or fixing of toner particles on a developing roller surface and an external additive separated from toner particles. <P>SOLUTION: There are provided a developing device and an image forming apparatus comprising: a developer carrier which has an elastic layer and a surface layer for covering the elastic layer and carries a developer; and a developer layer thickness regulating member which is in contact with the surface layer and regulates a layer thickness of the developer on the surface layer, wherein the surface layer contains at least carbon black, and if the content of the carbon black based on the 100 pts.wt is defined as C [pts.wt.], the coefficient of dynamic friction is defined as μ and the ten-point average roughness is defined as Rz[μm], in the range of 2≤Rz≤6, the developer carrier satisfies the expression 2≤C≤0.5Rz+3 in the case of 0.4≤μ≤0.9 and the expression 10μ-7≤C≤0.5Rz+3 in the case of 0.9≤μ≤0.05Rz+1. <P>COPYRIGHT: (C)2013,JPO&INPIT |
