PROBLEM TO BE SOLVED: To provide a base station that reduces the number of handovers when a mobile station moves between cells in the case that arrangement patterns of cells are different at frequencies in different bands.

SOLUTION: A base station forms a plurality of cells in accordance with a cell arrangement pattern predefined per frequency for each of a plurality of frequencies. The base station receives a measurement report indicating that communication quality of a second cell is better than communication quality of a first cell from a mobile station. The base station determines whether or not speed of a mobile station is equal to or more than a threshold value. If the communication quality of the second cell is better than the communication quality of the first cell, the base station will send the mobile station a signal requesting handover from the first cell to the second cell when the speed of the mobile station is less than the threshold value, whereas the base station will not send the mobile station a signal requesting handover from the first cell to the second cell when the speed of the mobile station is equal to or more than the threshold value.
