The distribution controller is connected with many devices (21) of technological processes, which in their turn are connected with main devices (23) of the region. Devices of technological processes send data corresponding to the main devices into the distribution controller, and the distribution controller comprises facilities (29) of data processing, which propose a set of operations on the basis of the received data. Besides, the distribution controller comprises coordination facilities (33), which select a final operation from a set of proposed operations.
