The motor (M1) for rotation is driven to rotate the rotating frame (13) through a roller or a gear, the motor (M2) for feeding is driven to rotate the feed rollers (15) through the drive transmission mechanism (17), and as a result, the band-like member (100) is discharged while being formed into a specific helical shape.
