Provided are a highly versatile power meter, work rate measurement method, program, and recording medium. The present invention is provided with: a first measurement unit (7) for measuring a force acting on one pedal (B322) and calculating first predetermined information (work rate and/or torque) relating to the one pedal (B322) on the basis of the measured value; and a second measurement unit (6) for measuring a force acting on another pedal (B321) and calculating second information (work rate and/or torque) which relates to the other pedal (B321) and is of the same type as the first information, on the basis of the measured value. The first measurement unit (7) transmits to the second measurement unit (6) first information data indicative of the first information calculated by the first measurement unit (7), and the second measurement unit (6) adds to the second information calculated by the second measurement unit (6) the first information indicated by the first information data transmitted from the first measurement unit (7) and transmits to a predetermined controlling means (1) added value data indicative of the added value obtained when the first information and the second information are added together.
