PURPOSE: A manufacturing method of a vinyl chloride polymer is provided to manufacture a vinyl chloride polymer while reducing polymerization time without a great change in a fish eye property by preventing scale generation. CONSTITUTION: A manufacturing method of a vinyl chloride polymer controls the height of the level of foam in a polymerization reactor(1) to be 70% or less and controls the upper temperature of a reflux condenser(2) to be a polymerization temperature in the polymerization reactor. A manufacturing apparatus of the vinyl chloride polymer comprises the polymerization reactor and the reflux condenser mounted on the top of the polymerization reactor and comprises a foam detector(3) which is separated from the reflux condenser and is mounted on the top of the polymerization reactor.
