PURPOSE: A heat pump system for producing stem using waste heat water is provided to produce refrigerant of high pressure by obtaining heat from a heating source such as waste heat water discharged from a factory or a power plant and to produce steam by heat-exchanging the produced refrigerant with supply water. CONSTITUTION: A heat pump system for producing stem using waste heat water comprises a first cycle(100), a second cycle(200), a steam storage tank(290), and a lubricant cooling cycle(300). The steam storage tank stores steam produced by a steam generator(250) and functions as a passage for supplying the steam to outside. The lubricant cooling cycle includes an oil separator(310), a liquid receiver(170), and a third heat exchanger. The oil separator is arranged in a pipeline between a second compressor(220) and the steam generator, thereby separating lubricant of second refrigerant. The liquid receiver is installed in a pipeline between a second heat exchanger(160) and a first expansion valve(180).
